Condemnation of Attacks at the Beginning of the Thirteenth Day of the War

The United Nations Fact-Finding Board condemned the attacks and bombings as well as the regional retaliatory attacks and warned about the situation of the people who are trapped between war and the history of widespread repression by the ruling authorities.

Iran Human Rights Society, Friday, March 13, 2026 – With the continuation of the war and the expansion of military attacks, the Independent International Fact-Finding Board on the Human Rights Situation has warned that people are now trapped between a large-scale military campaign and a ruling structure with a long record of gross human rights violations. This board has called for the immediate cessation of attacks and compliance with international law.

Condemnation of Attacks at the Beginning of the Thirteenth Day of the War

The Independent International Fact-Finding Board, in a statement, has strongly condemned attacks and bombings against civilians. This statement also referred to regional retaliatory attacks.

In this statement, it is stated that such attacks are contrary to the principles of the United Nations Charter. The United Nations Charter prohibits the use of force against the territorial integrity or political independence of countries. The Fact-Finding Board has emphasized that international law must be applied equally to all countries. These laws cannot be changed depending on the actions of one country. In this statement, it has been emphasized that even in wartime conditions, all parties are obliged to comply with international law.

Warning about Compliance with International Law in War

The Fact-Finding Board has reminded all parties involved in the war that they must comply with international humanitarian law and international human rights law. In this statement, emphasis has been placed on compliance with the principles of distinction, proportionality and precaution in military operations.

These principles mean distinguishing between military and civilian targets as well as minimizing harm to civilians.

In the statement, it is stated that the protection of civilians and civilian objects must be given priority. Failure to comply with these principles can create international responsibility.

According to this board, violation of international law may lead to prosecution as war crimes or gross violations of human rights.

People Trapped Between War and the Regime’s Repression

An important part of this statement refers to the situation of the people. According to this report, people are now trapped in a large-scale military campaign. This campaign may continue for weeks or even months. At the same time, people are facing a ruling structure that has a long history of gross human rights violations.

In the statement, it has been emphasized that this situation occurs after the people have recently passed through the violent repression of protests that began on December 28, 2025. In this way, citizens are now in a situation where they are facing both the consequences of war and the danger of internal repression.

Attack on Schools and Concern about Civilian Casualties

The Fact-Finding Board has also expressed concern about reports of attacks on schools. In this statement, it is stated that this board is deeply shocked by reports of an airstrike on schools in Iran. According to the board, in one of the deadliest cases, a missile struck a school in Minab. According to reports, in this attack more than 150 students and teachers were killed and a large number were injured. In this statement, it is stated that most of the victims of this attack were girls aged seven to twelve years old.

Concern about Regional Attacks and Civilian Infrastructure

In another part of the statement, reference has been made to regional retaliatory attacks. The Fact-Finding Board has announced that regional retaliatory attacks can lead to the killing of civilians. In this statement, a warning has also been given about damage to civilian infrastructure in the countries of the region. According to the board, the expansion of war in the region can have extensive human consequences.

Concern about the Situation of Detainees During the War

One of the important sections of the statement is dedicated to the situation of detainees during the war. The Fact-Finding Board has announced that tens of thousands of people have been detained in connection with the nationwide protests that began on December 28, 2025. According to published reports, many of these detainees are at risk of torture, ill-treatment and enforced disappearance.

In this statement, it is also stated that some of the detainees are facing the rapid execution of the death penalty. This board has emphasized that such actions can be a violation of the right to a fair trial and the right to life.

Warning about the Danger of Attacks on Prisons

The Fact-Finding Board has also warned about the danger of attacks on prisons. In this statement, reference has been made to the previous attack on Evin Prison in Tehran on June 23, 2025. This board has announced that repeating such attacks can put the lives of detainees and other civilians in serious danger.

Criticism of Internet Shutdown in War Conditions

In another part of the statement, reference has been made to the cutting of communications and the internet. The Fact-Finding Board has asked the ruling authorities to immediately end the internet shutdown. According to this board, cutting communications can deprive people of access to vital information about attacks. This action can also prevent people from communicating with their families inside and outside the country. In the statement, it has been emphasized that in war conditions, access to information is of vital importance for preserving people’s safety.

Call for an End to the War

At the end of this statement, the Fact-Finding Board has emphasized that the only sustainable way to protect people’s rights is to end the war. In this statement, it is stated that sustainable peace must be based on full respect for international law. This board has also emphasized the necessity of collecting and preserving evidence of violations of international law.

According to this board, this evidence should be used to hold those responsible accountable through independent international mechanisms. At the end of the statement, all influential actors have been asked to take action to immediately end the war.
