Sudden Transfer of Parisa Kamali to Bandar Abbas Prison Without Prior Notice

Parisa Kamali, a political prisoner held in Yazd Prison, was abruptly removed from her ward on Wednesday, September 9, 2026, and transferred to Bandar Abbas Prison; this transfer comes amid her pre-existing medical struggles and security restrictions

Parisa Kamali

Iran Human Rights Society, Wednesday, September 9, 2026 – Parisa Kamali, a political prisoner held in Yazd Central Prison, was abruptly removed from her ward on Wednesday, September 9, 2026, and transferred to Bandar Abbas Prison.

According to received information, Yazd Prison authorities summoned her without prior notice and dispatched her to Bandar Abbas Prison in a surprise action. This transfer occurred while Parisa Kamali previously faced medical difficulties, family contact restrictions, and security pressures, having also been summoned to court following the publication of a protest message from inside prison.

Sudden Transfer of Parisa Kamali to Bandar Abbas

Based on received information, Yazd Prison authorities summoned Parisa Kamali from her ward on Wednesday, September 9, without prior notice, transferring her to Bandar Abbas Prison following transfer preparations.

This transfer was executed without prior notice, and Parisa Kamali’s family was not informed of this decision prior to her relocation.

Transferring political prisoners from one facility to another—particularly when executed suddenly and without family notification—complicates family access and legal pursuit of the prisoner’s condition. Additionally, changing detention locations impacts visitation procedures, phone calls, and the prisoner’s access to medical and legal services.

History of Pressure on Parisa Kamali in Yazd Prison

Parisa Kamali faced various restrictions and difficulties during her imprisonment in Yazd Prison. Reports regarding her medical condition were published previously. Kamali suffers from hyperthyroidism and was under medical supervision prior to her arrest. The presence of thyroid nodules made sonograms, periodic lab tests, and continued specialized treatment necessary; however, her treatment process was disrupted following her transfer to Yazd Prison.

In a report concerning her medical condition, Parisa Kamali’s deprivation of specialized treatment and delayed medical care were highlighted. According to that report, provisions for regular visits to specialized medical centers and required examinations were not provided.

Protest Message From Prison and Court Summons

In August of this year, Parisa Kamali published an audio message from inside Yazd Prison protesting ongoing executions and the suppression of protesters. Referencing the societal atmosphere in her message, she called on human rights organizations and the international community to take action to stop executions.

She emphasized in her message that society has passed the boundary of fear and is filled with rage. The publication of this message met with a judicial response, and shortly thereafter, Parisa Kamali was summoned to court for releasing a protest message from prison. Based on published information, the charge raised in this case was “media propaganda against the system.”

Parisa Kamali; Arrest and Conviction

Parisa Kamali, born in 1986, is married and a geography student. She was arrested on April 29, 2024, in Isfahan and subsequently transferred to Isfahan’s Dowlatabad Prison.

Based on published details, Kamali faced charges during interrogation and judicial proceedings including “acting against security,” “destruction of public property,” and “membership in the PMOI.” The court, presided over by Judge Tavakoli, sentenced her to 8.5 years in prison.

In 2025, she was transferred from Isfahan Prison to Yazd Central Prison without prior notice. Following that transfer, reports were published regarding increased restrictions, including family contact limitations and medical care disruptions.

In recent months, it was also reported that Kamali went on a hunger and medication strike to protest her case status and lack of medical attention, leading to a critical physical condition following the cessation of essential medications.

Concerns Regarding Parisa Kamali’s Condition in Bandar Abbas Prison

The sudden transfer of Parisa Kamali to Bandar Abbas Prison occurred under conditions where her medical status requires specialized follow-up. Changing her detention location without prior notice heightens concerns regarding her access to medical services and family communication.

Furthermore, the reason for her transfer to Bandar Abbas Prison remains unclear, including whether this relocation connects to her protest activities and positions from inside prison. As of the compilation of this report, no explanation has been published by judicial or prison authorities regarding the reason for this transfer.

Legal Review of Parisa Kamali’s Case Based on Domestic Laws

The laws of the dictatorship ruling Iran have consistently been criticized due to conflicting with fair trial standards and restricting citizens’ rights. Reviewing this case based on domestic laws does not mean confirmation of these laws; rather, it demonstrates that even these regulations mandate observing prisoners’ rights.

Legal Ambiguities of the Case

  • Articles 22, 32, 35 & 39 of the Constitution: Emphasize the protection of rights and dignity, legal compliance in detention, the right to legal counsel, and the prohibition of degrading treatment of prisoners.
  • Prisons Organization Regulations: Mandate access to necessary medical services for sick prisoners.
  • Procedural Violations: Executing sudden transfers without family notification and disrupting access to essential medical care conflict directly with statutory domestic requirements.

Reviewing the Case from the Perspective of Human Rights and Violation of International Standards

Sudden prisoner transfers, restricted family communication, and deprivation of specialized medical treatment raise critical concerns regarding humane treatment, health rights, personal security, and fair process standards.

Human Rights Ambiguities of the Case

Relocating a sick prisoner incommunicado to a distant facility while withholding required medical care constitutes cruel, inhuman, and degrading treatment under international law.

Related International Documents

  • Articles 5, 9 & 10 of the Universal Declaration of Human Rights: Protect against inhuman treatment and arbitrary action, guaranteeing personal security and fair treatment.
  • Articles 7, 9 & 10 of the International Covenant on Civil and Political Rights: Prohibit torture/degrading treatment, ensure liberty and security, and guarantee humane conditions for persons deprived of liberty.
  • UN Nelson Mandela Rules: Mandate that prisoners receive adequate medical care and maintain contact with their families.
