Since Monday night, June 23, 2025, the area surrounding Evin Prison has been heavily militarized, with dozens of military vehicles and special guards deployed around the facility.
Iran Human Rights Society, Tuesday, June 24, 2025 – Following yesterday’s bombing of Evin Prison, the full details of which remain unclear, multiple reports have emerged of heightened security measures and the forced transfer of prisoners to other facilities. According to reliable sources, security forces conducted overnight operations, deploying extensively outside Evin Prison and using special prisoner transport vehicles to urgently and forcibly relocate inmates. These actions have raised serious concerns about the fate of political and security prisoners held in the prison.
Mass Transfer of Evin Prisoners: Alarming and Suspicious
Based on videos shared by citizens, numerous buses were lined up near Imam Khomeini Highway and close to Evin Prison, likely used to transfer prisoners to other facilities. It has also been reported that female prisoners from Evin were transferred to Qarchak Prison in Varamin. These transfers were carried out without informing families, under coercive conditions, and with threats.
Since last night, the area around Evin Prison has been heavily secured, with dozens of military vehicles and special guards stationed nearby. Eyewitnesses report that security forces are continuously transferring groups of prisoners to unknown destinations.
Armed Threats and Transfers Without Personal Belongings

According to internal reports, Hedaayatollah Farzadi, the head of Evin Prison, accompanied by armed special guards, entered Ward 4 of the prison and ordered political prisoners to leave the ward without taking their personal belongings and to be transferred to Greater Tehran Prison. Political prisoners strongly protested this action and refused to comply, but the guards threatened to use weapons and violence to enforce the forced transfer.
Ward 4 of Evin Prison is one of the largest sections, housing over 400 political prisoners. The sudden transfer of such a large number of prisoners, without preparation and under armed threats, poses serious risks to their safety and well-being.
Transfer of Political Prisoners to Greater Tehran Prison: A Dangerous Decision
Reports indicate that the purpose of these rushed transfers is to forcibly relocate prisoners from Ward 4 of Evin to Greater Tehran Prison, a facility repeatedly criticized by human rights activists for its inhumane conditions, overcrowding, and lack of basic human rights standards.
Human rights activists and prisoners’ families have expressed deep concern over these forced transfers, warning that such actions could lead to new humanitarian disasters in Iran’s prisons. Many prisoners have resorted to hunger strikes and collective protests to resist the transfers.
Consequences of the Evin Prison Bombing

Yesterday, Evin Prison experienced a bombing attack, which official sources have not addressed. The attack, which occurred in the vicinity of the prison, created significant unrest inside the facility. Following the incident, security forces hastily initiated the forced transfer plan. Some analysts believe these sudden transfers may be an attempt to cover up the hidden realities behind the bombing.
Official Silence and Growing Concerns
While families of prisoners anxiously seek information about their loved ones, judicial authorities and Evin Prison officials have provided no official explanation regarding the reasons for the forced transfers or details of yesterday’s bombing. This silence has fueled speculation and various rumors about the prisoners’ situation and the motives behind these actions circulating in media and social networks.
Human rights activists have demanded immediate accountability from authorities, an end to forced transfers, and the return of prisoners to their original detention facilities. They emphasize that the health and lives of prisoners are at greater risk than ever under these circumstances.
Evin Prison: A Hub of Crisis and Human Rights Violations
In recent years, Evin Prison has become a symbol of oppression and suppression of political and civil dissent in Iran. Following recent events, the prison has once again drawn the attention of the global community and human rights organizations. Violent actions and overnight transfers without regard for prisoners’ legal rights have further tarnished the prison’s record of human rights abuses.
As uncertainty persists regarding the Evin Prison bombing and the fate of its inmates, public opinion and international institutions are calling for urgent and independent oversight of the prison’s conditions.
Clear Human Rights Violations in the Forced Transfer of Evin Prisoners
Article 5 of the Universal Declaration of Human Rights: Prohibition of torture and inhumane treatment
The forced and overnight transfer of prisoners with armed threats and physical coercion constitutes clear inhumane and degrading treatment, directly violating Article 5. Psychological pressure, threats of violence, and forcing prisoners to leave without personal belongings can be considered psychological torture.
Article 9 of the Universal Declaration of Human Rights: Prohibition of arbitrary detention and exile
Transferring prisoners without a valid judicial order and without legal procedures, especially overnight and forcibly, constitutes arbitrary detention and exile, explicitly prohibited under Article 9.
Article 12 of the Universal Declaration of Human Rights: Right to privacy
Preventing prisoners from taking personal belongings and transferring them without the opportunity to collect their possessions violates the right to privacy and personal life, as emphasized in Article 12.
Article 13 of the International Covenant on Civil and Political Rights: Right to a fair trial regarding expulsion or transfer
Any prisoner transfer or expulsion must be conducted with prior notice, the opportunity for defense, and justified reasons. Forced and overnight transfers without legal procedures or the right to appeal blatantly violate this article.
Article 10 of the International Covenant on Civil and Political Rights: Humane treatment of prisoners
According to this article, all individuals deprived of their liberty must be treated with dignity and respect. Transferring prisoners with armed threats and physical coercion completely violates this principle and is inconsistent with international standards for prison treatment.
