Executions in Iran: A Growing Human Rights Concern

Iran executed 49 prisoners in July 2025, including Jalal Nazarbeigi and Mohammad Javad Kazemi in Hamadan and Arak prisons, raising human rights concerns.

Iran Human Rights Society, Tuesday, July 15, 2025 – In July 2025, Iran has executed 49 prisoners, averaging over two executions daily. This alarming rate, reported by the Iran Human Rights Society, highlights ongoing concerns about the death penalty’s use. On July 13 and 14, authorities executed two prisoners in Hamadan and Arak prisons, intensifying debates about human rights violations. These cases underscore the need for global attention to Iran’s execution practices and their conflict with international human rights standards.

Execution of Jalal Nazarbeigi in Hamadan Prison

On Sunday, July 13, 2025, authorities executed 33-year-old Jalal Nazarbeigi in Hamadan Prison. Originally from Rezvanshahr, Nazarbeigi faced detention three years earlier on drug-related charges. Consequently, a court sentenced him to death. This case reflects the frequent use of capital punishment for drug offenses in Iran, raising questions about proportionality and fairness.

Execution of Mohammad Javad Kazemi in Arak Prison 

On Monday, July 14, 2025, Mohammad Javad Kazemi faced execution in Arak Prison. Authorities had detained him previously on murder charges, leading to a death sentence. This execution adds to the growing tally of capital punishments in Iran, prompting concerns about judicial transparency and the right to a fair trial.

Death Penalty and the Universal Declaration of Human Rights 

The Universal Declaration of Human Rights, specifically Article 3, states, “Everyone has the right to life.” However, the death penalty directly challenges this principle. For instance, it permanently deprives individuals of their fundamental right to life. Moreover, judicial errors in death penalty cases are irreversible, amplifying the risk of injustice. Additionally, certain execution methods may constitute torture or inhuman treatment, violating human rights standards. Therefore, Iran’s frequent executions conflict with global human rights commitments.

Violations of International Human Rights Obligations 

Iran, as a signatory to the International Covenant on Civil and Political Rights, must adhere to strict standards for death penalty cases. Article 6 permits capital punishment only for the most serious crimes and requires a fair trial. Yet, many cases in Iran lack transparency, restrict legal rights, and occur in courts without sufficient independence. Consequently, these practices violate international human rights principles, drawing criticism from global advocates.
