Since the beginning of Ordibehesht (April 21, 2025), the regime has executed at least 159 prisoners. This equates to an average of more than 4 executions per day, or one prisoner executed every 6 hours.
Iran Human Rights Society, Friday, May 23, 2025 – At least six prisoners were executed in the prisons of Yazd, Ilam, Central Karaj, Ahvaz, Yasuj, and Isfahan. This brings the total number of prisoners executed in the month of Ordibehesht (April 21–May 21, 2025) to 159.
Execution of Armin Bahrami in Central Karaj Prison
On the morning of Sunday, May 18, 2025, Armin Bahrami was executed in Central Karaj Prison. He had previously been arrested and sentenced to death on murder charges.
Execution of a Prisoner Named Reza in Ilam Prison
At dawn on Saturday, May 17, 2025, a prisoner named Reza was executed in Ilam Prison. His last name is unknown, but he was a native of Ilam province and was charged with murder.

Execution of Hashem Mirzaei in Ahvaz Prison
On the morning of Sunday, May 18, 2025, Hashem Mirzaei, aged 29, was executed in Ahvaz Prison. He had been arrested three years earlier on drug-related charges and sentenced to death.

Conflict of the Death Penalty with the Universal Declaration of Human Rights
Article 3 of the Universal Declaration of Human Rights explicitly states: “Everyone has the right to life.” This right cannot be deprived except through a verdict issued by a competent court for a crime recognized as such under the law. The death penalty, as the ultimate punishment, directly contradicts this article because:
Right to Life: The right to life is a fundamental and inalienable right. The death penalty deprives individuals of this right.
Irreversibility: If a judicial error occurs, an execution cannot be undone, making it impossible to rectify mistakes.
Torture and Inhuman Treatment: Certain methods of execution are considered forms of torture or cruel, inhuman, or degrading treatment, which violate the provisions of the Universal Declaration of Human Rights.
Violation of Human Rights Commitments Regarding the Death Penalty
According to Article 6 of the International Covenant on Civil and Political Rights (ICCPR), to which Iran is a signatory, the issuance and execution of the death penalty are permissible only for the most serious crimes and with full guarantees of a fair trial. In many similar cases, the lack of transparency, restrictions on the legal rights of the accused, and issuance of sentences by courts lacking necessary independence are considered violations of this fundamental human rights principle.
