Iran Human Rights Society, Thursday, May 29, 2025 – Early this morning, Baluch-populated areas in southeast Iran were once again the scene of brutal military raids, leading to the arrest and injury of dozens of Baluch citizens in two separate regions: Beirdaf village in Konarak County and Kargan Port in Minab County. These simultaneous and coordinated attacks further exposed the repressive nature of the ruling dictatorship’s security policies toward the Baluch minority.
Attack on Beirdaf Village and Kargan Port
Pre-Dawn Raid on Beirdaf Village; Arrest of 12 Local Fishermen
In the early hours of May 29, 2025, military forces stormed Beirdaf village, a part of Kahir district in Konarak County, and violently arrested at least 12 local Baluch fishermen. The raid, conducted without judicial warrants, involved the destruction of windows and doors of homes.
According to informed sources, three of the detainees are teenagers, and three others are elderly individuals over 60 years old. Among the detainees are at least three father-son pairs and two teenage brothers. One elderly detainee suffers from severe diabetes and neurological disorders.
The identities of the 12 confirmed detainees are as follows:
Mohammad Gajgizehi (65 years old) and his son Abdulaziz (17 years old)
Mahmoud Tormo (approx. 60 years old) and his son Mohammad (26 years old)
Osman Abdollahzehi (approx. 60 years old) and his son Abbas (14 years old)
Mohsen Tormo (22 years old) and his brother Masoud (16 years old)
Mohammadjan Tormo (25 years old)
Khairuk Balochzehi (35 years old)
Majid Damshenas (22 years old)
Sahebgal Chakerzehi (23 years old)

Local sources emphasized: “Military forces, before dawn, entered homes with heavy weapons, without legal authorization, and arrested Baluch fishermen while instilling fear and panic.”
As of this report, no information is available on the whereabouts of the detainees, leaving families in complete uncertainty.
Simultaneous Raid on Kargan Port; Arrest and Injury of Dozens of Citizens
At the same time, special forces and military personnel, equipped with dozens of armored vehicles, stormed Kargan Port in Minab County. Under the pretext of “combating fuel smuggling,” they blocked streets and alleys, destroying and setting fire to citizens’ property.
According to local sources, at least 40 people were arrested, and over 15 were injured by pellet guns. Footage from the attack shows a heavy military presence, home invasions, and the forced transfer of citizens into military vehicles. Some sources stated: “Many of the detained were injured and transferred without medical attention.”
In response, Kargan residents attempted to resist by setting tires on fire in several parts of the city. However, special forces, equipped with advanced suppression tools and pellet guns, continued their violent crackdown. After hours of clashes and public resistance, the attacking forces returned to their base.
Reports also indicate that numerous motorcycles and personal vehicles were confiscated or looted by the military.
History of Suppression in Makran; A Pattern of Organized Violence
This is not the first time Baluch residents in the coastal Makran region have faced organized military raids. Just weeks ago, from May 11 to 13, 2025, a three-day attack on Kolahi Port left at least 36 people injured and dozens arrested.
An official statement on May 7, 2025, by the Minab police commander had previously announced plans for raids on Kolahi and Kargan ports, indicating the deliberate and targeted nature of these operations against the Baluch community.
Gross Human Rights Violations in Today’s Raids
The simultaneous raids in Konarak and Minab are clear violations of the basic human rights and fundamental freedoms of Baluch citizens. Arbitrary arrests, nighttime home invasions, property destruction, the use of pellet guns against civilians, and the lack of information about detainees’ fates all constitute flagrant violations of international law.
Violations of the International Covenant on Civil and Political Rights
The raids on Beirdaf and Kargan Port violated the following provisions of the International Covenant on Civil and Political Rights:
Article 9 (Right to Liberty and Security of Person): Arrests conducted without judicial warrants, without charges, and with physical violence violate the right to personal liberty guaranteed by this article.
Article 7 (Prohibition of Torture and Inhuman Treatment): The use of pellet guns, detention of injured individuals without medical care, and creating an atmosphere of fear in homes constitute clear inhuman treatment.
Article 10 (Humane Treatment of Detainees): Reports indicate that some injured detainees are held without medical attention, a direct violation of this article.
Article 24 (Rights of the Child): The violent arrest of at least three Baluch teenagers, disregarding their age and with threatening behavior, violates the special protections for those under 18.
Article 26 (Equality Before the Law): The discriminatory treatment of Baluch citizens on a regional and ethnic basis violates the principle of equality and non-discrimination in law enforcement.
