Destruction of Part of Evin Prison Wall in Tuesday Dawn Attack; No Information on Prisoners’ Condition
Iran Human Rights Society, Tuesday, March 3, 2026 – In the first hours of Tuesday dawn, March 3, 2026, part of the Evin prison wall was hit. According to reports published on the “Khabar Fori” Telegram channel, the area around Imam Hossein University in Tehran and part of the Evin prison wall were targeted by a missile attack. Following this attack, part of the prison wall has been destroyed. There is still no information available on the current condition of the prisoners and the injuries inflicted upon them. This event has once again brought the issue of prisoners’ safety, especially political prisoners, back to the center of public attention amid escalating military threats.
Prisoners, due to the nature of the detention facility and physical restrictions, have neither the possibility of emergency evacuation nor independent access to safe shelters. This is while, in wartime conditions, the doors of all prisons should be opened and the general prisoner population should be released. However, despite all the threats since March 1, 2026, an emergency situation has existed in Evin prison, and news published by the Iran Human Rights Society indicates disruption in the normal administration of the prison and severe restrictions on prisoners’ access to food and basic necessities. Administrative staff closed the prison doors and left the premises. The prison store was closed, and prisoners faced difficulties in meeting their daily needs.
Warning About Direct Danger to Prisoners
In wartime conditions, any point can come under attack. When a detention center for prisoners is targeted, potential danger turns into an actual threat. Experts warn that in the event of a repeated attack, prisoners will effectively remain in a closed space without escape routes; a situation that could lead to widespread casualties. Given the history of security tensions in this prison over the past years, concerns about the repetition of similar scenarios have increased. In addition to the external threat, there have also been reports of intensified internal restrictions, communication cutoffs, and punitive measures following the incident; an issue that could place prisoners’ situation between two levels of danger—external and internal.
Resolution 211; Legal Obligation in Emergency Situations
According to Resolution No. 211 of the Supreme Judicial Council dated January 12, 1987, in emergency situations arising from war, the Judiciary is obliged to take action to preserve the lives of prisoners. These actions may include converting the type of bail, granting conditional release, accepting bail or surety, and also transferring prisoners to safe locations. According to this regulation, if ordinary measures are insufficient, prosecutors have the authority to release low-risk prisoners until the emergency situation is lifted. Political prisoners, ideological prisoners, those convicted of non-intentional and financial crimes, and petty offenses are among the individuals eligible to benefit from these measures. For those convicted of violent crimes, transfer to safe locations has been provided for. Lawyers emphasize that implementing this resolution in the current situation is an immediate legal obligation, not an administrative discretion that can be postponed.
Demand for Immediate Action
Given the destruction of part of the prison and the continuation of military threats, any delay in decision-making can have irreparable human consequences. Prisoners have no ability to defend themselves against aerial or missile attacks, and the responsibility for protecting their lives rests directly with the Judiciary and the Prisons Organization. Families of prisoners and human rights activists are demanding the immediate implementation of Resolution 211 and the release of prisoners. In circumstances where the danger of repeated attacks exists, ensuring the safety of prisoners must be placed as an immediate priority for decision-makers. Recent developments have sounded a serious alarm regarding the situation of prisoners; an alarm that ignoring it could lead to a human catastrophe.
