Guard Forces Raid Ward 7 of Evin Prison

According to received reports, at approximately 11:30 AM today, Saturday, Evin Prison guard forces entered the hall housing political prisoners in Ward 7 (Building 7) to carry out a large-scale operation to transfer three political prisoners.

Informed sources stated that officers entered the ward without providing any explanation, targeting the three political prisoners with physical violence. The force used was severe enough to cause bodily injuries and tear the prisoners’ clothing during the altercations.

Witnesses to the incident reported that the atmosphere in the ward became highly tense during the operation, as officers used physical force to drag the prisoners out of the hall.

Transfer of Three Political Prisoners to an Unknown Location

Following the severe physical assault, Amir Hossein Moradi, Ehsan Rostami, and Afshin Heiratian were forcibly removed from the ward and taken to an undisclosed location.

As of the drafting of this report, no official information has been released regarding the current location of these three political prisoners. Their families and legal representatives remain completely uninformed about their fate and physical health.

This situation has raised grave concerns regarding the safety of these prisoners and the likelihood of continued security pressure against them.

Who Are the Three Transferred Prisoners?

According to published information:

  • Amir Hossein Moradi: An elite student at Sharif University of Technology.
  • Ehsan Rostami: Identified as a supporter of the People’s Mojahedin Organization of Iran (PMOI/MEK).
  • Afshin Heiratian : A children’s rights activist who has previously faced judicial cases due to his civil and human rights activities.

The simultaneous transfer of these three political prisoners without official justification raises critical questions regarding the intent behind the action and their current status.

Dispersion and Transfer of 5 Political Prisoners in Evin: Escalating Pressure on MEK Supporters

According to the latest reports, Evin Prison officials separated five political prisoners who support the People’s Mojahedin Organization (PMOI/MEK) and transferred them to different halls across the prison. Informed sources indicate that this move aims to increase psychological pressure and prevent communication and coordination among them. Human rights sources evaluate these forced, dispersed transfers as part of a policy of psychological pressure against political prisoners.

The names of these five prisoners are:

Amir Hossein Moradi
  1. Amir Hossein Moradi
  2. Ehsan Rostami
  3. Ramin Rostami
  4. Mojtaba Taghavi
  5. Pezhman Toubreh-Rizi

Presence of Senior Prison Officials During the Operation

Reports indicate that the operation was carried out in the presence of several senior Evin Prison officials.

According to these reports, the following personnel were present and directly participated in the operation and transfer alongside a large group of prison guards:

  • Yousefi (Deputy of Health / Welfare at Evin Prison)
  • Fathollahi (Head of the Prison Guard)
  • Sadeghi (Deputy of Protection/Security)
  • Rostami (Deputy of the Prison Guard)
  • Haghighi / Haghjoo (Head of Inspection)
  • Mahmoudi (Head of Ward 7)

Informed sources note that the simultaneous presence of this many high-ranking officials indicates prior planning for the operation.

Concerns Over Enforced Disappearance

Several hours after the transfer of the three political prisoners, no official update regarding their whereabouts has been released.

Transferring prisoners without notifying family members or legal counsel, combined with the refusal to disclose their location, doubles concerns for their safety.

Ward 7 of Evin Prison has previously drawn repeated criticism from human rights entities due to poor living conditions, the mixing of political prisoners with non-political offenders, inadequate sanitation, and infrastructure failures.

The violent raid on Ward 7 and the forcible transfer of Amir Hossein Moradi, Ehsan Rostami, and Afshin Heiratian to an undisclosed location have sparked a new wave of concern. The lack of information provided to families and lawyers raises serious questions regarding their fate and the ongoing treatment of political prisoners in Evin Prison.

Legal Review of the Case Under Domestic Laws

The legal framework enforced by the ruling dictatorship in Iran has been repeatedly criticized by jurists and human rights bodies for violating fair trial guarantees, lack of transparency in security cases, violent treatment of political prisoners, and the restriction of constitutional rights. The raid on Ward 7 and the forcible transfer of these prisoners raise serious questions regarding legal compliance and the responsibility of prison authorities to ensure the physical safety of detainees.

Legal Ambiguities in the Case

  • Lack of Formal Justification: Guard forces entered Ward 7 without providing a legal order or explanation, assaulted the prisoners, and removed them by force.
  • Lack of Oversight: No official statement has been issued regarding the cause of the transfer, the new location, the prisoners’ health, or the legal basis for the move.
  • Denial of Counsel and Family Contact: Concealing the location of prisoners following physical violence violates statutory protections and judicial oversight obligations.

Relevant Domestic Statutory Provisions

  • Article 22 of the Constitution: Guarantees that the dignity, life, property, and rights of individuals are inviolable except as provided by law.
  • Article 32 of the Constitution: Mandates strict adherence to legal procedures during detention or any limitation of personal liberty.
  • Article 38 of the Constitution: Explicitly prohibits all forms of torture or coercion to extract confessions or information.
  • Article 39 of the Constitution: Forbids any infringement upon the dignity or honor of detainees and prisoners.
  • Executive Regulations of the Prisons Organization: Obligates prison administrators to safeguard physical and mental health, prevent violence, inform families regarding transfers, and uphold statutory rights.

Identified Legal Violations

  • Use of physical violence and assault against prisoners during transfer;
  • Forced transfer without prior or immediate notification to family or defense attorneys;
  • Concealment of the prisoners’ physical location;
  • Absence of official communications regarding the legal basis or health status of the detainees;
  • Failure of prison management to uphold statutory duties regarding detainee security and well-being.

Human Rights Violations Regarding Ward 7 of Evin Prison

The violent raid and forced transfer of three political prisoners to an unknown location violate fundamental international human rights standards. Reports of physical beatings, secret transfers, and withholding location details directly contradict international covenants.

Enforced disappearance—even temporary—is strictly condemned under international law because it places individuals outside the protection of the law, significantly increasing the risk of torture, ill-treatment, and further rights abuses. The use of violence against political detainees inside a custodial facility violates state obligations to protect the life, health, and dignity of persons deprived of liberty.

Relevant International Legal Instruments

  • Article 3 of the Universal Declaration of Human Rights (UDHR): Guarantees everyone the right to life, liberty, and security of person.
  • Article 5 of the UDHR: Prohibits torture, or cruel, inhuman, or degrading treatment or punishment.
  • Article 9 of the UDHR: Prohibits arbitrary arrest, detention, or exile.
  • Article 10 of the UDHR: Entitles everyone to a fair and public hearing by an independent and impartial tribunal.
  • Articles 7, 9, and 10 of the International Covenant on Civil and Political Rights (ICCPR): Prohibits torture, protects against arbitrary detention, and mandates humane treatment for all persons deprived of liberty.
  • UN Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules): Requires upholding human dignity, banning violence, guaranteeing medical access, and notifying families immediately of any transfer or location change.
  • International Convention for the Protection of All Persons from Enforced Disappearance: Recognizes enforced disappearance as a severe violation of international law and mandates its strict prevention.

Overall, the reports from Ward 7 of Evin Prison emphasize escalating concerns regarding the treatment of political prisoners, custodial violence, unannounced transfers, and the lack of institutional transparency. The continuation of these practices threatens the lives of detainees and deepens international scrutiny of conditions inside Evin Prison.
