Shahin Zoghi Tabar, a political prisoner incarcerated in Evin, was once again transferred to the Tehran Revolutionary Court with new charges; a session presided over by Judge Iman Afshari that, according to reports, was accompanied by threats of issuing “the most severe punishment.”
Iran Human Rights Society, Wednesday, 25 February 2026 – Judicial cases against Shahin Zoghi Tabar have entered a new phase. This political prisoner was transferred on Monday, 23 February 2026, to Branch 26 of the Tehran Revolutionary Court to face the charge of “propaganda against the regime.” According to published reports, during this session, the presiding judge threatened him with the issuance of “the most severe punishment”; an issue that has heightened concerns about the intensification of judicial pressure on this political prisoner.
Transfer Again to the Revolutionary Court

According to published information, Shahin Zoghi Tabar was transferred on 23 February 2026 to Branch 26 of the Tehran Revolutionary Court. This session was held under the presidency of Judge Iman Afshari and its focus was stated to be the examination of the charge of “propaganda against the regime.”
This is while earlier, in January 2026, a new indictment with the charges of “acting against national security” and “disturbing public opinion” had been communicated to him. He had been summoned on 2 February 2026 for interrogation in this case to Branch 2 of Shahid Mogaddas Prosecutor’s Office. The totality of these developments indicates the formation of multiple and consecutive cases against this political prisoner.
Previous Conviction to 10 Years Imprisonment
Shahin Zoghi Tabar had previously been sentenced in October 2025 by the same Branch 26 of the Tehran Revolutionary Court, presided over by Judge Afshari, to 10 years imprisonment. This verdict was issued based on charges such as “membership in the Mujahedin-e Khalq,” “dissemination of falsehoods,” “propaganda against the regime,” and “insulting the leadership.”
The trial session for this case was held on 17 August 2025. According to human rights sources, the trial process in that session was accompanied by serious violations of the principles of fair trial. In the same session, other charges were also raised against him; including “assembly and collusion against national security,” “meeting with families of the Mujahedin-e Khalq,” “slogan writing against the regime,” “filming gatherings,” “distributing leaflets and images in public places,” and “membership in Telegram groups.”
The addition of new charges in a short time interval after the issuance of the 10-year imprisonment sentence has strengthened the speculation that the process of case construction against this political prisoner is still continuing.
Arrest Following Raid by IRGC Intelligence Forces
Shahin Zoghi Tabar, born in 1987 and resident of Tehran, was arrested on 24 July 2025 following a raid by IRGC Intelligence forces on his home. According to reports, the agents entered the house without presenting a judicial warrant and arrested him in the presence of family members. His mobile phone, computer, and other personal belongings were also confiscated.
After the arrest, he was initially transferred to Fashafuyeh prison; a prison known for poor sanitary conditions, overcrowding, and lack of medical facilities. Reports indicate that during this period, he suffered physical problems including kidney complications and severe leg swelling.
Some time later, he was transferred along with a number of other political prisoners to Ward 7 of Evin prison. Informed sources say that his physical condition still requires medical attention.

Previous Imprisonment History in Gohardasht
This political prisoner had also been imprisoned for years in Gohardasht (Raja’i Shahr) prison prior to his recent arrest. The repetition of arrests and the issuance of heavy sentences against him demonstrate the continuity of judicial actions against him in past years.
Frequent transfers between prisons and the formation of new cases have imposed additional pressure on this political prisoner; a pressure that has now taken on new dimensions with the threat of “the most severe punishment” in the recent court session.
Violation of the Right to Fair Trial and Judicial Security
The case of Shahin Zoghi Tabar is accompanied by serious human rights concerns from a human rights perspective.
Violation of the right to fair trial – Article 14 of the International Covenant on Civil and Political Rights: Holding court sessions accompanied by threats of “the most severe punishment” and raising multiple charges in a short time interval undermines the principle of impartiality and independence of the court.
Violation of the right to freedom of expression and civil activity – Article 19 of the International Covenant on Civil and Political Rights: Some of the raised charges, including activity on social networks or filming gatherings, can be evaluated within the framework of the fundamental right to freedom of expression.
Violation of the right to personal security – Article 9 of the International Covenant on Civil and Political Rights: Arrest without presenting a judicial warrant and raiding a residential home is contrary to legal standards regarding lawful detention.
In total, the formation of new cases against Shahin Zoghi Tabar while he has previously been sentenced to 10 years imprisonment has increased concerns about the continuation of judicial pressures and the possibility of escalation of punishment against this political prisoner.
