Ruhollah Khosravi, a political prisoner in Dezful Prison, faces human rights abuses, no trial, and a 60 billion toman bail.

Iran Human Rights Society, Thursday, September 4, 2025 – Ruhollah Khosravi, a political prisoner from Izeh, has endured over two years of detention in Dezful Prison without a trial. Arrested in September 2023 during a violent crackdown in Khuzestan, his case highlights Iran’s systemic human rights violations. Authorities have imposed a 60 billion toman bail, an impossible sum for his working-class family, ensuring his continued imprisonment. This article explores Khosravi’s plight, the harsh conditions in Dezful Prison, and the urgent need for international action to secure his release and address Iran’s ongoing abuses.

Khosravi’s ordeal began on August 23, 2023, when security forces arrested him en route to Isfahan. Over two years later, no court has heard his case. A source close to his family revealed, “Ruhollah Khosravi faces threats of fabricated charges, with no judicial process.” The judiciary’s deliberate delays keep him in limbo, a tactic to break political prisoners’ spirits. This lack of due process violates fair trial principles and reflects Iran’s repressive policies.

Arrest Amid Deadly Crackdown in Izeh

Khosravi’s arrest coincided with the killing of two young protesters, Kamar Tahmasebi and Mehdi Almasi, by security forces in Khuzestan. On November 16, 2022, 9-year-old Kian Pirfalak and others died in similar state-sponsored violence in Izeh. The regime tried to blame these killings on local youth, sparking public outrage. Khosravi’s detention appears linked to this crackdown, aimed at silencing dissent and intimidating victims’ families.

Harsh Conditions and Forced Transfers

Authorities have subjected Khosravi to relentless transfers between detention centers. In November 2024, they moved him to Sepidar Prison in Ahvaz. By February 2025, he faced solitary confinement. These transfers impose severe physical and psychological stress. Moreover, Khosravi lacks access to a lawyer of his choice, further violating his rights. The constant movement isolates him, limiting family contact and legal support.

Four Months of Isolation

Since June 2025, Khosravi’s family has had no contact with him, leaving them in anguish. His wife, two young children, and elderly mother receive no updates on his status or location. Appeals to judicial authorities yield no answers. This denial of visitation rights breaches Iran’s own laws and international standards, intensifying the family’s distress and highlighting the regime’s cruelty.

Exorbitant Bail Deepens Family Hardship

The judiciary set a 60 billion toman bail for Khosravi’s temporary release, an unattainable amount for his working-class family. As the sole breadwinner, Khosravi supported his children and elderly mother. His detention has plunged them into financial and emotional hardship. This excessive bail ensures his continued imprisonment, punishing his family through economic strain and uncertainty.

Dezful Prison: A Hub of Repression

Dezful Prison stands as a symbol of Iran’s human rights abuses. Inmates endure unsanitary conditions, inadequate medical care, and psychological pressure. For political prisoners like Khosravi, the prison’s isolation tactics aim to break their resolve. Reports indicate authorities use these conditions to suppress dissent, making Dezful a notorious facility for activists and dissidents.

Human Rights Violations in Khosravi’s Case

Khosravi’s detention violates several international human rights standards:

  • Arbitrary Detention: Article 9 of the ICCPR prohibits detention without prompt judicial review.
  • Fair Trial Rights: Article 14 of the ICCPR guarantees a public and fair trial, which Khosravi has been denied.
  • Equal Access to Justice: Article 10 of the UDHR ensures impartial court access, absent in his case.
  • Prohibition of Torture: Article 7 of the ICCPR bans cruel treatment, yet Khosravi faces threats and isolation.
  • Family Rights: Article 12 of the UDHR protects family life, violated by the denial of visitation.

These violations underscore Iran’s disregard for its international obligations and the urgent need for reform.

Urgent Call for International Action

Ruhollah Khosravi’s prolonged detention threatens his physical and mental health. His case reflects Iran’s broader pattern of human rights abuses, including arbitrary arrests and fabricated charges. Therefore, the international community must act. Human rights organizations should demand Khosravi’s immediate release and pressure Iran to uphold fair trial standards. Public advocacy and family voices remain critical in breaking this cycle of repression.
