Widespread Raid by Guards on Hall 4 of Ward 7 of Evin Prison
According to the received report, about 50 guard forces of Evin Prison entered Hall 4 of Ward 7 on a large scale at 11:00 AM on Saturday and began searching this section of the prison.

The entry of a large number of officers into the hall was accompanied by violent treatment of prisoners. According to received information, officers beat a number of prisoners during this operation and simultaneously proceeded to search their place of detention and personal belongings.
During the search, part of the belongings that prisoners had prepared at their personal expense was broken and destroyed by guard forces. It is also reported that officers removed a number of the prisoners’ belongings from the hall and took them away.
Up to the time of publishing this news, no further details are available regarding the extent of damage inflicted on the prisoners’ personal belongings or the number of individuals beaten during the raid.
Transfer of Amir Hossein Moradi and Hassan Amidi to an Unknown Location
The most important concern following the guard raid on Ward 7 of Evin Prison is the transfer of two political prisoners to an unknown location.
According to the received report, officers removed Amir Hossein Moradi and Hassan Amidi from Hall 4 during this operation. These two political prisoners have been identified as supporters of the People’s Mojahedin Organization.
Up to the time of drafting this report, no information regarding their transfer destination, physical condition, or detention status has been published. It is also unclear whether these two prisoners have been transferred to solitary confinement cells or are being held in another section of Evin Prison or a location outside this prison.
Lack of information about their fate, especially considering the report of beating prisoners during the guard raid, has heightened concerns regarding the physical condition of these two political prisoners.
Destruction of Prisoners’ Personal Belongings During the Search
Searches of wards and places of detention in prisons are usually conducted under the title of security and control measures, but the report received from Hall 4 of Ward 7 of Evin Prison shows that Saturday’s operation was not limited to a search alone.
According to available information, officers, in addition to physical violence against prisoners, proceeded to break their personal belongings. These belongings had been prepared at the expense of the prisoners themselves or their families.
A portion of the belongings was also collected by officers and removed from the hall. At present, it is unclear under what title these items were seized and whether they will be returned to the prisoners or not.
Destruction of personal belongings in the prison environment creates double pressure on prisoners and their families, as many items needed by prisoners are supplied through families and at personal expense.
Increasing Concern Regarding the Situation of Two Political Prisoners
The sudden transfer of prisoners after a guard raid, especially when no information is provided regarding their place of detention, can leave families and cellmates in a state of unknowing.
In the case of Amir Hossein Moradi and Hassan Amidi as well, up to the publication of this report, no information regarding the reason for their transfer has been announced. It is unclear whether the transfer of these two prisoners was conducted for the purpose of interrogation, applying disciplinary restrictions, or transferring to another section.
Additionally, no report regarding the possibility of phone calls or family visits for them has been published.
Given the reported violent conduct upon the entry of guard forces, clarifying the physical condition of these two prisoners and their exact place of detention is of urgent importance.
Ward 7 of Evin Prison Under Guard Force Pressure
Ward 7 of Evin Prison holds a large number of prisoners, and during various periods, reports regarding sudden searches, imposition of restrictions, and encounters between guard forces and prisoners of this ward have been published.
The entry of about 50 officers into a single hall, beating of prisoners, destruction of personal belongings, and simultaneous transfer of two political prisoners to an unknown location have highlighted the dimensions of Saturday’s raid.
At present, families and relatives of the two transferred prisoners are awaiting clarification of their status. Prison authorities must also provide explanations regarding the reason for transferring Amir Hossein Moradi and Hassan Amidi, their place of detention, the physical condition of these two prisoners, as well as the destruction and seizure of prisoners’ personal belongings.
Up to the publication of this report, the fate and place of detention of Amir Hossein Moradi and Hassan Amidi remain unknown, and no information regarding their return to Hall 4 of Ward 7 of Evin Prison has been published.
Legal Review of the Attack on Ward 7 of Evin Prison Based on Domestic Laws
The dictatorial laws governing Iran in recent years have consistently faced criticism from legal scholars and human rights organizations due to the manner of treating political prisoners, use of security pressures in prisons, and restricting the rights of persons deprived of liberty. The report regarding the raid of guard forces on Hall 4 of Ward 7 of Evin Prison also raises serious questions regarding the observance of prisoners’ rights, preservation of their health and safety, and the responsibility of prison officials in protecting the personal property of prisoners.
Legal Ambiguities
Based on published information, about 50 Evin Prison guard officers entered Hall 4 of Ward 7 on Saturday, August 8, and beat a number of prisoners during the search. It is also reported that officers destroyed part of the prisoners’ personal belongings and took a number of their items with them.
On the other hand, Amir Hossein Moradi and Hassan Amidi, two political prisoners held in this hall, were transferred to an unknown location following this raid, and up to the publication of the report, no information is available regarding their place of detention and condition.
The uncertainty of the transfer location of these two prisoners and the lack of reporting regarding their physical condition—especially after the report of violent encounters by guard forces—are among the most important legal ambiguities of this event.
Relevant Legal Articles
Reviewing this event from the perspective of domestic laws recalls several important principles and regulations:
- Article 22 of the Constitution: Considers the life, property, rights, and dignity of individuals immune from violation, except in cases authorized by law.
- Article 38 of the Constitution: Forbids any form of torture for taking confessions or obtaining information.
- Article 39 of the Constitution: Forbids affronts to the dignity and honor of arrested and imprisoned persons.
- Prisons Organization Regulations: Emphasizes preserving the rights, health, and dignity of prisoners and adhering to legal regulations in searches and disciplinary actions.
- Regulations related to the holding of prisoners: Also obligate prison officials to protect the lives and health of persons in custody.
Instances of Law Violation
Considering the published information, the most important legal concerns are:
- Reports of beating prisoners during the search;
- Destruction of prisoners’ personal belongings;
- Removing a portion of prisoners’ property from the hall;
- Transferring Amir Hossein Moradi and Hassan Amidi to an unknown location;
- Lack of reporting regarding the reason for and location of these two prisoners’ transfer;
- Lack of information about their physical condition following the guard forces’ raid.
Reviewing the Event from the Perspective of Human Rights and Potential Violations of International Standards
From a human rights perspective, imprisoned individuals, despite deprivation of liberty, still retain fundamental rights including the right to physical security, preservation of human dignity, immunity from torture and ill-treatment, and access to communication with family. The report of the guard forces’ raid on Ward 7 of Evin Prison and the transfer of two political prisoners to an unknown location creates concerns regarding the observance of these rights.
Human Rights Ambiguities
Beating prisoners during a search operation, if conducted without necessity and outside the regulations of the use of force, can constitute instances of inhuman or degrading treatment.
Additionally, transferring Amir Hossein Moradi and Hassan Amidi without announcing their place of detention creates further concern. Prison authorities are obligated to register the status and place of detention of persons deprived of liberty, and the possibility of legal reporting regarding their fate must exist.
Destruction of prisoners’ personal property as well, if conducted outside the legal necessities of a search, conflicts with the principle of respect for the dignity and rights of prisoners.
Relevant International Documents
- Article 5 of the Universal Declaration of Human Rights: No one shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment.
- Article 7 of the International Covenant on Civil and Political Rights: Prohibits torture and cruel, inhuman, or degrading treatment or punishment.
- Article 10 of the International Covenant on Civil and Political Rights: All persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person.
- Nelson Mandela Rules: Emphasize preserving the dignity of prisoners, strict limitation on the use of force, and the responsibility of prison officials in providing security and health for persons in custody.
Given the lack of news regarding the condition of the two transferred political prisoners, immediate announcement of the place of detention and physical condition of Amir Hossein Moradi and Hassan Amidi, as well as clarification of the details of the raid on Hall 4 of Ward 7 of Evin Prison, is of special importance.
