Shooting at House Windows by Vigilante Basij Forces; Continuation of the Atmosphere of Terror in the Shadow of War

Shooting by Basij Forces at Residential Homes Simultaneously with Nighttime Gatherings; Increased Concerns about the Expansion of Violence and the Creation of an Atmosphere of Terror and Fear

Iran Human Rights Society, Saturday, March 28, 2026 – Reports and published videos show that simultaneously with nighttime gatherings of government supporters in some residential areas, Basij forces have fired at the windows of homes; an action that has increased concerns about the rise of violence and the creation of an atmosphere of terror and fear among citizens. These incidents occur while the country is simultaneously involved in war and an internal security atmosphere.

Shooting at Residential Homes During Nighttime Gatherings

According to the published video, a group of government supporters gathered in a residential complex in the Chitgar area and chanted slogans and threatened people. In this video, it is seen that after the chanting of slogans by those present, some residents also chanted anti-government slogans from inside their homes. Subsequently, the Basij forces present at the scene fired at the windows of the homes.

These shootings took place while various people, including families, were present in the residential buildings, and this action could have led to injury or even death of the residents. Shooting at residential homes in urban areas, especially in an environment where civilians are present, has caused increased concerns about the security of citizens.

Vigilante Action by Forces in War Conditions

According to reports, with the start of the war, some government officials have announced that Basij and security forces will act in a “fire at will” manner. This has caused that in some cases, forces present on the streets carry out violent confrontations without specific control.

According to some observers, the vigilante action by forces in wartime conditions can lead to an increase in street violence and arbitrary actions. Reports have also been published showing that this situation has in some cases led to the death of citizens, especially young people.

People Caught Between War and Suppression

These incidents occur while people are simultaneously facing two serious crises. On one hand, war and military attacks have caused insecurity, destruction of infrastructure, and widespread concerns among people, and on the other hand, security confrontations and suppression inside the country continue.

Many observers believe that people have been placed in a situation where on one hand they are exposed to dangers resulting from war and bombing, and on the other hand they face violent confrontations and a security atmosphere inside the country. This situation has increased concerns about the security of citizens.

Continuation of the Security Atmosphere After Protests

Some reports indicate that after the nationwide protests of Dey 1404 (December 2025 – January 2026), the security atmosphere in many cities has continued and confrontations with gatherings and protests continue in various forms. According to observers, some actions including nighttime gatherings and shootings in residential areas may be carried out in order to create an atmosphere of terror and prevent the formation of protests.

In the past months, reports of violent confrontations with protesters in various cities had also been published. With the continuation of the war and security conditions, concerns about the repetition of such incidents have increased.

Human Rights Violations in the Incidents of Shooting at Residential Homes

Shooting at residential homes and creating terror and fear among citizens can conflict with the fundamental principles of human rights. The use of weapons in residential areas and endangering the lives of civilians is among the cases that can constitute a violation of human rights.

  • Violation of the Right to Life and Personal Security – Article 3 of the Universal Declaration of Human Rights and Article 9 of the International Covenant on Civil and Political Rights: Shooting at residential homes can endanger the lives of citizens and contradict the right to life and personal security of individuals.
  • Violation of the Prohibition of Violent Behaviors – Article 5 of the Universal Declaration of Human Rights: Creating terror and fear, threatening citizens, and using weapons in residential areas can constitute inhuman and degrading treatment.
  • Violation of the Right to Security and Peace in the Place of Residence – Article 12 of the Universal Declaration of Human Rights: Attack or shooting at residential homes can constitute arbitrary interference in the private life and residence of individuals.

Increased Concerns about the Security of Citizens

With the continuation of the war and its coincidence with the security atmosphere inside the country, concerns about the security situation of citizens have increased. Many believe that the continuation of such actions can lead to increased insecurity and intensification of the atmosphere of fear in society.

Experts say that in wartime conditions, preserving the security of citizens must be a priority and any violent action in residential areas can have irreparable consequences. The continuation of reports about shootings in residential areas shows that concerns about the security situation and the rights of citizens still continue.
